LBL and UC projects...is there a connection?

This Google Earth image shows the LBL site, including the proposed new construction at the site. It also shows the proximity of the LBL site to the proposed Strawberry Canyon pre-disaster mitigation area.

The obvious question is: where is UC going to be able to build an additional 750,000 square feet of facilities in an already developed area? Many believe that the desire to clearcut Strawberry Canyon may have less to do with fire risk mitigation and more to do with enabling the proposed LBL expansion.
